1 CSS pixel = 0.010416667 inches
Exactly 96 CSS pixels to the inch, by definition. The figure is a specification constant, so a "1in" box in CSS is not guaranteed to measure an inch on the glass.
Formula in = px × 0.010416666667

Print planning is where this matters. At 300 PPI, a 1800 px wide image prints 6 inches wide, while the same 1800 px is 18.75 CSS inches on a screen.
A CSS inch is not a measured inch on the glass, because browsers scale CSS pixels to the device. Use PPI, not 96, when working out print size.
The CSS reference pixel is fixed at 1/96 inch. That value was chosen so screens and print share one scale.
A CSS pixel is 1/96 of an inch, so divide pixels by 96. For print, resolution matters more: a 1200 px wide image at 300 PPI prints 4 inches wide.
